Counties, municipalities, and state agencies would be barred from entering contracts or rental agreements that restrict the possession, carrying, transportation, sale, transfer, or ownership of firearms or ammunition

State and local governments would be prohibited from participating in gun buyback programs where individuals receive items of value in exchange for surrendering firearms

Citizens adversely affected by firearm regulations adopted by state agencies or local governments could file civil lawsuits, with officials found in violation facing personal liability up to $1,000 plus attorney's fees, and public funds could not be used to defend or reimburse those officials

State law enforcement agencies would be exempted from these restrictions when regulating firearms issued to or used by law enforcement officers in their official duties
