Creates the Mississippi Patient Protection Act of 2026, establishing "any willing provider" requirements that prohibit health insurers from discriminating against licensed healthcare providers willing to meet plan participation terms and conditions

Covers 31 categories of healthcare providers including physicians, hospitals, pharmacists, dentists, optometrists, mental health professionals, and home health/hospice providers, plus independent clinical laboratories

Prohibits insurers from imposing monetary penalties or advantages (such as higher copayments or reduced reimbursements) that would steer beneficiaries toward certain participating providers over others

Applies to most health benefit plans including private insurance, HMOs, the Mississippi State and School Employees Health Insurance Plan, Mississippi Medicaid, and vision benefit managers

Authorizes the Commissioner of Insurance to enforce the law through injunctive relief and rulemaking, and allows any person adversely affected by violations to sue for injunctive relief in court
