Authorizes the Department of Information Technology Services (ITS) to establish and administer express procurement lists, preferred vendor lists, and qualified vendor lists for information technology, telecommunications, cybersecurity, cloud services, and related hardware and software

Requires ITS to provide procurement pathways for technology or telecommunications hardware not available through existing statewide contracts, either through cooperative purchasing programs or by establishing new procurement vehicles

Allows procurements through ITS-approved frameworks to be awarded based on "best value" rather than lowest price, with price required to be considered but not the controlling factor

Mandates ITS establish a manufacturer-based procurement framework for cybersecurity hardware, software, and services, with qualified manufacturers meeting minimum technical and security standards eligible to offer their full product portfolio

Makes these procurement frameworks available to state agencies, institutions of higher learning, community colleges, and local governing authorities, with oversight retained by the Department of Finance and Administration, Public Procurement Review Board, and State Auditor; effective July 1, 2026
