Amends the Mississippi Lead-Based Paint Activity Accreditation and Certification Act to align state definitions with those in 40 CFR § 745, the EPA's lead-based paint regulations, replacing previous state-specific definitions for terms like "abatement," "target housing," "renovation," and certification categories

Requires all lead-based paint training programs to include a hands-on portion and limits training certificate validity to no more than three years from the date of training

Eliminates previous state-specific education and experience requirements for certifications (such as specific degree requirements or years of experience), replacing them with a requirement to meet applicable EPA standards in 40 CFR § 745

Requires personnel performing lead-based paint activities to obtain certification solely through the Mississippi Commission on Environmental Quality, removing the previous option to certify through the EPA

Authorizes the Commission to prescribe the project notification form and fee amount for lead-based paint abatement and renovation projects, with notification required before project commencement
