Requires the Division of Medicaid and Department of Human Services to maintain computerized eligibility verification systems that check income, assets, residency, immigration status, incarceration, death records, and potential identity fraud before awarding benefits

Mandates verification of applicant identities through authentication processes and establishes procedures for resolving discrepancies within 10 business days, with suspected fraud cases referred within 45 business days

Prohibits EBT card use at casinos, liquor stores, tattoo parlors, cruise ships, theme parks, and other specified establishments, and bans purchases of alcohol, tobacco, lottery tickets, and bail

Establishes sanctions for program noncompliance including 3-month disqualification for first SNAP violation, 6-month for second, and permanent disqualification for third offense
