Creates an Independent Review Panel within the Employee Appeals Board specifically to hear grievances involving personnel actions by the Mississippi Department of Corrections

Panel must consist of five members appointed by the Employee Appeals Board, including at least one former MDOC employee, one human resource professional not associated with MDOC, and one attorney

Panel is charged with ensuring fairness, transparency, and consistency of personnel actions taken by the Department of Corrections

Employee Appeals Board may transfer any MDOC appeal that adversely affects an employee to the Independent Review Panel for resolution, with panel decisions appealable back to the full board

Effective date is July 1, 2026
