Amends the definition of "applicant" for BEAM broadband grants to create two categories: retail end user projects require applicants to be authorized broadband providers with technical, financial, and managerial experience, while non-retail projects allow any entity eligible under applicable state or federal grant program rules

Amends the definition of "eligible project" to distinguish between grants funding services to retail end users (must be in unserved/underserved areas per federal guidelines) and other programs (eligibility determined by applicable grant program rules)

Adds new definition of "retail end user" as any person or entity that purchases broadband service for its own use or to provide broadband service to others

Maintains existing BEAM program requirements including minimum broadband speeds of 100 Mbps downstream and 20 Mbps upstream

Takes effect immediately upon passage
