Requires post-conviction collateral relief motions to be filed with the Mississippi Supreme Court rather than trial court when a previous post-conviction motion denial has already been appealed to and affirmed by the Supreme Court

Adds a new requirement that motions must go through the Supreme Court first when filed more than three years after the time for appealing the original conviction has passed

Maintains existing requirement for Supreme Court filing when the original conviction and sentence were previously affirmed on appeal or the appeal was dismissed

A quorum of Supreme Court Justices must grant an order allowing the motion to proceed to trial court in all three qualifying scenarios
