Maintains existing exemptions for higher education institutions, including college and university libraries, faculty, and students pursuing relevant coursework

Preserves exemptions for licensed physicians and psychologists distributing such materials as part of medical or psychological treatment

Keeps exemptions intact for historical societies, museums with federal charitable status, and state/county/municipal public libraries

Effective date of July 1, 2026
