Increases minimum fine for illegal dumping of 15-500 pounds (or 27-100 cubic feet) of solid waste from $100 to $500, and maximum fine from $1,000 to $1,500

Raises minimum fine for felony illegal dumping (over 500 pounds, over 100 cubic feet, commercial dumping, or hazardous waste) from $500 to $1,000, and maximum fine from $50,000 to $75,000

Felony violations carry imprisonment up to 5 years, with each day constituting a separate violation for fine purposes

Repeat offenders face doubled penalties for both fines and imprisonment

Effective date is July 1, 2026
