Mandates at least 1 hour of continuing education focus on titling and tags, with at least 3 hours completed as onsite training

Maintains the existing 8-hour initial licensing seminar requirement for new dealers

Exempts salvage vehicle dealers working on behalf of insurers, manufactured home dealers, and franchised new car dealers from the education requirements

Takes effect July 1, 2026
