Expands eligible expenditures under the Mississippi Site Development Grant Fund to include fees for site due diligence on utility improvements serving industrial property, not just improvements located on the property

Adds acquisition of easements and rights-of-way directly serving publicly owned or optioned industrial property as a new category of eligible expenditures

Adds improvements to enhance electricity and gas delivery to publicly owned or optioned industrial property as a new category of eligible expenditures

Removes "easement and right-of-way acquisition" from the definition of "site development improvements" and relocates it to the "eligible expenditures" section as a standalone category

Takes effect July 1, 2026
