Establishes the West Central Mississippi Incubator Grant Program under the Mississippi Development Authority to grow new businesses and micro-enterprises in West Central Mississippi

Creates a collaborative partnership involving the Department of Finance and Administration's Office of Surplus Property, county boards of supervisors, economic development authorities, and planning districts across six counties: Humphreys, Madison, Sharkey, Sunflower, Washington, and Yazoo

Provides business incubator services including shared office space, utilities, equipment, reduced rents, technical and business personnel access, building security, janitorial services, and management assistance

Authorizes establishment of one incubator facility in each of the six participating counties, with locations determined by the Mississippi Development Authority in consultation with partner entities

Takes effect July 1, 2026, with the Mississippi Development Authority authorized to enter contracts and receive funds from public and private sources for program operation
