Creates administrative forfeiture procedures for seized cigarettes and ENDS (electronic nicotine delivery systems) products valued at $20,000 or less

Requires seizing agencies to notify property owners of intent to forfeit via certified mail, personal delivery, or newspaper publication for three consecutive weeks if direct notice fails

Property owners have 30 days from notice to file a petition contesting forfeiture in county or circuit court

Seized property is automatically forfeited to the seizing agency if no petition to contest is filed within the deadline

All costs of seizure, forfeiture, and destruction must be paid by the person from whom the products were confiscated
