Requires agencies to report all federal agreements including Maintenance of Effort (MOE) agreements, Memoranda of Understanding (MOU), consent decrees, and contracts with federal agencies, including specific details on obligations, matching requirements, and staffing needs

Mandates disclosure of all nonprofit corporations receiving subgrants or contracts involving state or federal funds, as well as transfers to any nonprofit entities or public-private partnerships

Reports must be posted on the Legislature's website in a publicly accessible location, with physical copies available within 10 business days upon request

Imposes personal civil liability of $100 per day per violation, plus attorney's fees and costs, on agency heads who fail to provide required reports, with sovereign immunity explicitly waived as a defense
