Prohibits members of the Mississippi Opioid Settlement Fund Advisory Council from directly or indirectly influencing, voting on, or participating in recommendations for grant recipients or fund allocations that would benefit any organization with which the member is affiliated

Requires council members to recuse themselves from discussion, ranking, and voting on any matter involving an organization with which they have an affiliation

Modifies quorum requirements so that a voting member who recuses is not counted for quorum purposes on the specific votes for which they are recused

Amends Section 41-153-1 of the Mississippi Code of 1972 governing the 16-member advisory council that reviews opioid settlement grant applications and makes funding recommendations to the Legislature
