Allows native wineries and native distilleries to sell and ship wine and spirits directly to Mississippi residents aged 21 or older without going through the state's Alcoholic Beverage Control Division, with containers labeled "CONTAINS ALCOHOL" and requiring adult signature upon delivery

Expands native wine and native spirit retailer's permits to allow up to two additional permanent satellite tasting rooms anywhere in the state where alcohol sales are permitted, with each tasting room requiring a separate permit

Removes the 24.5% additional markup on native wines and native spirits held at the winery or distillery for on-site pickup by retailers

Eliminates the July 1, 2026 repeal date for the festival permit, making it permanent for wine manufacturers, native wine/spirit producers, craft spirit producers, and distilled spirit manufacturers to sell at festivals

Prohibits direct shipments to counties that have not voted to allow alcohol sales ("dry" counties), and violations constitute a misdemeanor punishable by fines up to $1,000 or up to six months imprisonment
