Creates a new "grocery store wine-only retailer's permit" allowing wine sales in original sealed packages at grocery stores, not for on-premises consumption.

Defines "grocery store" as a retail establishment deriving at least 50% of revenue from the sale of food products for home preparation and consumption.

Modifies package retailer's permit requirements to allow sale of other products and merchandise (except beer), provided at least 50% of revenue comes from alcoholic beverage sales.

Removes the restriction limiting ownership to no more than six package retailer's permits, allowing a person to own or control interests in more than six permits.

Sets the annual license tax for grocery store wine-only retailer's permits at $900.
