Maintains previously allocated capital improvement funding totaling $193,252,000 across Mississippi's public universities from the 2023 appropriation, including $40 million for UMMC's new Dental School and $17.2 million for USM's science research facility

Continues $110,000,000 in capital improvement allocations from the 2024 appropriation for projects including Jackson State University campus improvements ($23 million) and Mississippi State University's College of Architecture ($13.3 million)

Requires unused funds to be accounted for within four years, with administrative reimbursement capped at 2% of project costs
