Authorizes up to $8 million in state general obligation bonds for Sharkey County disaster recovery from the March 24, 2023 tornado, funding emergency management services, housing replacement, a new hospital, historic courthouse repairs, U.S. Highway 61 widening, industrial park development, and workforce initiatives.

Authorizes up to $3 million in state general obligation bonds for the Town of Rolling Fork disaster recovery, covering emergency management services, a new police department building, U.S. Highway 61 widening, industrial park development, and workforce initiatives.

Creates two special funds within the State Treasury—the "2026 Sharkey County Improvements Fund" and the "2026 Town of Rolling Fork Improvements Fund"—to hold and disburse bond proceeds.

Bonds may mature up to 25 years from issuance, are backed by the full faith and credit of Mississippi, and are exempt from all state taxation.

No bonds may be issued under this act after July 1, 2030.
