Appropriates $394,626,701 from the State General Fund and $1,276,857,208 from federal, student fees, and special source funds to support Mississippi's eight public universities (Alcorn State, Delta State, Jackson State, Mississippi State, Mississippi University for Women, Mississippi Valley State, University of Mississippi, and University of Southern Mississippi) for fiscal year 2027.

Allocates $1,500,000 from the Ayers Endowment interest fund to three historically Black universities: $651,000 to Jackson State University, $424,500 to Alcorn State University, and $424,500 to Mississippi Valley State University.

Designates specific program funding including $145,000 for the Mississippi Governor's School for the Gifted and Talented, $349,200 for Teacher Corps, $1,100,000 for DuBard School at USM, $900,000 for the Children's Center for Communication and Development, and $800,000 for Delta State's Commercial Aviation Department.

Sets performance targets for FY2027 including 12,221 undergraduate degrees, 4,592 graduate degrees, 3,463 STEM degrees, and 1,044 education degrees to be awarded across the university system.

Includes $20,000,000 from the Capital Expense Fund for construction and repair projects across universities, allocated 50% based on building square footage and 50% based on student enrollment.
