Appropriates $39,805,424 from the State General Fund and $48,026,992 from federal, student fees, and special source funds to the Board of Trustees of State Institutions of Higher Learning for fiscal year 2027 (July 1, 2026 - June 30, 2027)

Funds support 17 subsidiary programs including the Gulf Coast Research Laboratory ($8.6 million general funds), Research Institute of Pharmaceutical Sciences ($5.3 million general funds plus $15.7 million special funds), Center for Advanced Vehicular Systems ($4.7 million), and the Executive Office of the Board of Trustees ($7.4 million general funds plus $21.5 million special funds)

Allocates $1,500,000 to the National Center for Cannabis Research and Education at the University of Mississippi for data analysis and educational initiatives in collaboration with the State Department of Health

Requires $175,000 be allocated to the Gulf Coast Research Laboratory for Sea Grants matching funds, with any budget reductions applied proportionally

Prohibits use of funds for research in which a human embryo is killed or destroyed, and prohibits spending on activities not authorized by state or federal law
