Appropriates $34,365,575 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2027 (July 1, 2026 - June 30, 2027)

Authorizes an additional $18,508,182 in special source funds, including $1,150,000 from the Education Enhancement Fund

Requires the Extension Service to provide programs in Agriculture, Family and Consumer Education, Natural Resources and Environment, 4-H, and Business and Community Development in every county

Sets performance targets including 270,000 direct educational contacts in Agriculture, 178,000 in 4-H Youth Development, and 370,000 total contacts in Natural Resources and Environment

Prohibits use of general funds to replace withdrawn federal or special funds for salaries, and restricts attorney fee payments to pre-authorized legal services
