Appropriates $54,332,181 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for student financial aid scholarship, loan, and grant programs for fiscal year 2027 (July 1, 2026 - June 30, 2027)

Authorizes an additional $4,542,660 from federal funds, grants, donations, fees, and other special sources for financial aid programs, including federal matching funds for the GEAR UP Mississippi Scholarship Program

Prohibits new applicants after July 1, 2026 from receiving funds through several programs including the Southeast Asia POW/MIA Grant, State Medical Education Loan, State Dental Education Loan, and Health Care Professions Forgivable Loan

Allocates $3,000,000 from the Education Enhancement Fund for the FAITH Scholarship Program and the William F. Winter and Jack Reed, Sr., Teacher Loan Repayment Program, plus reappropriates $500,000 for these programs

Sets income eligibility for the Higher Education Legislative Plan Grant Program at less than $42,500 annual adjusted gross income for families with one child under 21, plus $5,000 for each additional child
