Authorizes 106 permanent and 36 time-limited employee positions with $13,128,616 allocated for personal services including salaries, wages, and fringe benefits

Allocates specific transfers including $1,017,000 to Innovate Mississippi, $500,000 to Mississippi Main Street Association, $156,000 for Energy High School Academy, and $253,789 to Tennessee-Tombigbee Waterway Development Authority

Provides $40 million from the Mississippi Site Development Grant Fund, $18 million from the Capital Expense Fund for site development grants, and $25,162,916 from the Triple Crown Fund for major economic impact projects

Sets performance targets including 44,135,000 visitors per year, $12 billion in travel revenue, 3,000 new jobs from global contacts, and $55 million in state contracting with minority businesses
