Appropriates $253,879,288 from the State General Fund and authorizes $450,845,046 in special source funds for the Mississippi Department of Mental Health for fiscal year 2027 (July 1, 2026 - June 30, 2027)

Allocates $20,951,886 from the Health Care Expendable Fund for specific purposes including $16.8 million for Medicaid state share payments, $2 million for mental health first aid training for law enforcement and crisis intervention teams, and $636,374 for crisis centers

Authorizes 5,013 total employee positions (4,683 permanent and 330 time-limited) with $316,098,006 budgeted for personal services including salaries, wages, and fringe benefits

Funds community-based mental health services including $45.7 million for expanded community services, 14 Crisis Stabilization Units across the state, 10 PACT teams, and 3,000 ID/DD Home and Community Based Waiver slots

Reappropriates $12 million from Capital Expense Fund for Canopy Children's Solutions to construct a children and youth Psychiatric Residential Treatment Facility for Trauma Recovery
