Allocates $368,269,923 for disaster assistance programs including public assistance, individual and family grants, and mitigation programs covering 24 declared disasters from Hurricane Katrina through severe weather events in March 2025

Authorizes 122 permanent and 61 time-limited employee positions with $19,068,081 in total personal services funding, including $17,900,599 for salaries and fringe benefits

Requires the agency to maintain nine Area Coordinators residing within 50 miles of their assigned districts to assist local jurisdictions with emergency management activities

Sets performance targets including training 3,000 personnel, conducting 60 community workshops, updating 115 emergency plans, and achieving 30% statewide adoption of NG911 systems
