Appropriates $56,806,396 from the General Fund and $25,041,874 from special funds to the Mississippi Department of Revenue for fiscal year 2027 (July 1, 2026 - June 30, 2027), covering the Homestead Exemption Division, Motor Vehicle Comptroller, Alcoholic Beverage Control Division, and Enforcement Division

Authorizes 604 permanent employee positions with $44,713,952 allocated for personal services, including $43,724,882 for salaries, wages, and fringe benefits, plus $989,070 for vacancy funding

Appropriates $94,000,000 to reimburse counties, road districts, school districts, and municipal separate school districts for tax losses from homestead exemptions under ad valorem tax exemptions

Allocates $6,850,000 from special funds for the License Tag Commission to purchase motor vehicle license tags, which must be manufactured in Mississippi

Reappropriates $1,039,064 from Capital Expense Funds, including $616,018 for third-party operation of the ABC Liquor Distribution Center and $2,775,000 from special funds for technological equipment for the new ABC warehouse
