Appropriates $28,041,412 from the State General Fund and $21,487,878 from special funds to the Mississippi Department of Information Technology Services for fiscal year 2027 (July 1, 2026 - June 30, 2027).

Authorizes 136 permanent employees for ITS with $12,034,227 allocated for personal services, including $832,967 designated for vacancy funding to fill unfilled positions.

Appropriates $11,864,570 to the Wireless Communication Commission for fiscal year 2027, with 8 authorized permanent employees and $837,860 for personal services.

Allocates $1,000,000 for Procurement Modernization and $747,607 for implementation of the Mississippi Statewide Data Exchange Act and Cloud Center of Excellence Act.

Permits the ITS Executive Director to temporarily transfer up to $750,000 to the ITS Revolving Fund to address cash flow problems, with funds required to be returned to the General Fund before fiscal year end.
