Appropriates $12,869,082 from the State General Fund and $247,754,521 from special funds (Camp Shelby Timber Fund, Army/Air National Guard Programs Funds) to the Mississippi National Guard for fiscal year 2027

Authorizes 913 permanent positions and designates $5,300,000 from the Education Enhancement Fund for the State Educational Assistance Program

Allocates $2,339,614 for the Youth Challenge Program at Camp Shelby, $663,124 for the Armed Forces Military Museum, and $300,000 for the Sonny Montgomery Center for America's Veterans at Mississippi State University

Provides $3,300,000 for a new Tricare Premium Reimbursement Program with unused funds lapsing back to the General Fund and a required effectiveness report due December 1, 2026

Reappropriates $1,912,701 from the Capital Expense Fund for renovations and repairs at Youth Challenge Academies facilities
