Appropriates $5,940,191 from the General Fund and $22,189,165 from special funds to the State Veterans Affairs Board for fiscal year 2027 (July 1, 2026 - June 30, 2027)

Appropriates $6,357,359 from the General Fund and $48,011,634 from special funds to the Mississippi State Veterans Homes for fiscal year 2027

Authorizes 64 employees (39 permanent, 25 time-limited) for the Veterans Affairs Board and 496 employees (242 permanent, 254 time-limited) for the State Veterans Homes

Provides $250,000 for care of indigent/low-income Mississippi veterans and qualifying surviving spouses at state veterans homes under the "Hilton R. 'Jack' Vance Act of 1997"

Allocates $18,925,671 from the Capital Expense Fund for construction of a new Veterans Home in Rankin County to replace the Jackson Home, and reappropriates $850,000 for start-up costs at the Tradition State Veterans Home
