Reappropriates approximately $340.1 million in federal Coronavirus State Fiscal Recovery Funds to various Mississippi state agencies for fiscal year 2027 (July 1, 2026 through October 15, 2026)

Allocates $149.9 million to the State Department of Health for the ARPA Rural Water Associations Infrastructure Grant Program and $110 million to the Department of Environmental Quality for the Mississippi Municipality and County Water Infrastructure Grant Program

Provides $24.2 million to the Department of Mental Health for behavioral and mental health needs exacerbated by COVID-19, and $16.1 million to the Office of Workforce Development

Funds construction of a new nursing school at the University of Mississippi Medical Center ($7.6 million) and the Skilled Nursing Home and Hospital Nurses Retention Loan Repayment Program ($2.3 million)

Prohibits use of reappropriated funds for employee premium payments and requires agencies to certify compliance with U.S. Treasury guidelines, with agencies or recipients responsible for repaying any funds determined to be improperly used
