Authorizes the Lowndes County Board of Supervisors to establish an Industrial Zone Emergency Response District within 3.5 miles of the Golden Triangle Regional Airport to provide fire protection, emergency medical care, and emergency response services to industrial taxpayers

Requires a petition signed by taxpayers representing 80% or more of total participation factors (calculated by multiplying annual employment by assessed property value) before the district can be created

Establishes a 7-member board of commissioners appointed by the Lowndes County Industrial Development Authority and major industrial taxpayers including Steel Dynamics, Paccar, and Airbus Helicopters, with Steel Dynamics receiving 3 appointments during the initial 2-year period

Funds the district through special assessments split equally between ad valorem taxes on industrial real property and per-employee assessments based on each taxpayer's average annual employment

Exempts district property and revenue from all state, county, and municipal taxation, and authorizes the district to issue bonds with maturities up to 20 years for facilities and equipment acquisition
