Authorizes the City of Brandon and West Rankin Utility Authority to enter contracts jointly or independently with data center developers/operators for water and wastewater infrastructure planning, design, construction, and maintenance

Data center developers must reimburse the city and authority on a progress payment basis for all infrastructure improvement costs from the developer's own funds

Agreements may provide for delivery of reclaimed water for cooling, industrial, or operational purposes, and collection/treatment of wastewater from the facility

Contracts may extend up to 30 years with renewal options at 10-year intervals not exceeding an additional 30 years total

Agreements may include provisions for assignment rights to affiliates or purchasers, guaranteed water supply volumes and wastewater capacity, and fixed or formula-based rates and charges
