Proposes amending the Mississippi Constitution to prohibit judges from granting unsecured release (own recognizance or pretrial programs) to persons charged with "bail restricted offenses" punishable by more than one year imprisonment

Requires individuals charged with bail restricted offenses to post secured monetary bond, property bond, or surety bond to obtain pretrial release

Preserves judicial discretion to grant unsecured release for lesser offenses not classified as bail restricted

Scheduled for voter referendum on the first Tuesday after the first Monday of November 2026, with implementation January 1 of the year following ratification if approved

Grants the Mississippi Legislature authority to enact additional legislation consistent with this constitutional amendment
