Amends Mississippi Constitution to allow citizens to propose new laws or amend/repeal existing laws through ballot initiatives, independent of the Legislature

Requires petition signatures from at least 10% of active registered voters collected over 12 months, with no single congressional district providing more than 33.3% of total signatures

Prohibits initiatives from affecting right to life provisions, constitutional amendments, the Public Employees' Retirement System, local/special laws, or matters the constitution bars the Legislature from enacting

Sets approval threshold at majority of votes cast plus 40% of total election turnout for standard measures, or 60% of total turnout for measures requiring substantial state expenditures

Protects approved initiatives from substantive legislative amendment or repeal for two years, unless three-fifths of each chamber votes to override due to extenuating public circumstances
