Creates a Montana Rail Inspection Program under the Public Service Commission requiring employment of three motive power and equipment inspectors, two railroad track inspectors, one operating practice inspector, and additional administrative staff

Establishes a Montana Rail Inspection Special Revenue Account funded by 8% of taxes collected on railroad car company property

Provides statutory appropriation authority for the account, with funds restricted to development, operation, and improvement of the rail inspection program

Requires the commission to report to the Energy and Telecommunications Interim Committee by September 1 of each even-numbered year on rail inspection safety status, including policy and funding recommendations

Effective date: July 1, 2025
