HB13 - State Employee Pay Plan

• State employee base salaries increase by $1.00/hour or 2.5% (whichever is greater) effective July 1, 2025, with an identical increase effective July 1, 2026

• Employer contribution for group benefits increases from $1,054 to $1,080/month beginning January 2026, and to $1,107/month beginning January 2027

• In-state meal reimbursement for state employees changes from fixed rates ($8.25/$9.25/$16.00 for breakfast/lunch/dinner) to 70% of the federal per diem rate for Montana

• Legislator pay restructured: beginning January 2027, salary equals 80% of Montana's average hourly wage; beginning January 2029, salary equals 100% of Montana's average hourly wage

• Total appropriations of approximately $113 million across the biennium from general fund, state special, federal special, and proprietary funds to implement pay and benefit adjustments
