Expands rural improvement district authority to allow county commissioners to create districts for maintaining existing public improvements, not just building or acquiring new ones

Allows road maintenance districts to be created with a petition from owners of more than 50% of property area if all roads are public improvements, reduced from the standard 85% threshold

Eliminates the petition requirement entirely when all property owners in a proposed district have waived their right to protest the district's creation

Requires public notices for district creation to identify specific public improvements that will be maintained, in addition to existing requirements about proposed new improvements

Amends MCA sections 7-12-2102, 7-12-2103, 7-12-2105, and 7-12-2113 governing rural improvement district formation and procedures
