All state agency applications for federal financial assistance (funds or grants) must be submitted to the legislature for review before being sent to the federal government

During legislative sessions, applications must be submitted as a proposed joint resolution for concurrence or non-concurrence by both chambers

During interim periods, applications go to the Energy and Telecommunications Interim Committee for review, followed by a mail poll of all legislators conducted by the Secretary of State

State agencies may submit applications to federal agencies after legislative review regardless of whether the legislature concurred or not

Executive agencies must submit biennial reports by September 1 of even-numbered years detailing all federal assistance requests, amounts, review dates, concurrence votes, and submission status
