Creates a $5 million grant program administered by the Department of Commerce to fund senior citizen center property acquisition, construction, remodeling, repairs, and equipment purchases

Defines eligible senior citizen centers as nonprofit or government-operated facilities serving people over 60 with meals, educational programs, or recreational activities (excludes residential facilities)

Requires 1:1 matching funds from private sources for grants of $25,000 or more, with a maximum grant of $250,000 per project and $350,000 cap per county (limited to two projects per county)

Up to 3% of funds may be used for administrative costs, and appropriations may continue through the biennium beginning July 1, 2029

Effective July 1, 2025, and terminates June 30, 2031
