Requires the Speaker of the House to appoint interim committee members with advice from the minority leader, changing from sole appointment authority

Mandates that interim committee appointments from each chamber reflect the partisan makeup of that chamber, rather than the fixed 3-1 majority-minority split

Prohibits any interim committee from having a majority of its members from the minority party

Applies the same proportional representation requirements to the Environmental Quality Council's 12 legislative members (6 from each chamber)

Takes effect immediately upon passage and applies retroactively to interim committee appointments already made
