Removes the requirement that appointing authorities take "positive action to attain gender balance and proportional representation of minorities" when making appointments to state boards, commissions, committees, and councils

Eliminates the governor's obligation to report to the legislature on progress toward achieving gender and racial balance goals

Retains the requirement that the Secretary of State publish monthly updates in the Montana Administrative Register on recent executive branch appointments and upcoming vacancies

Amends Section 2-15-108 of the Montana Code Annotated, changing the section title from "Gender and racial balance -- report to legislature" to simply "Appointments and vacancies"
