Transfers the State Building Energy Conservation Program from the Department of Environmental Quality to the Architecture and Engineering Division of the Department of Administration, effective July 1, 2025

Allows the Department of Environmental Quality to retain federal American Recovery and Reinvestment Act (ARRA) funds allocated under Chapter 478, Laws of 2009, including repayments, interest payments, and investment earnings from participating state agencies

Consolidates program duties within the Architecture and Engineering Division, including identifying energy-saving building projects, conducting energy analyses, procuring design and construction, and training facility maintenance staff

Maintains existing financial structure including the energy conservation repayment account (capped at $2 million) and energy conservation capital projects account, with the administering agency changed from DEQ to the A&E Division

Includes coordination instructions with HB 47 to reconcile overlapping amendments to sections 90-4-605 and 90-4-607 if both bills pass
