Eliminates work requirements (community engagement requirements) and premium payments for Montana Medicaid expansion population, repealing sections 53-6-1307, 53-6-1308, 53-6-1309, and 53-6-1314

Requires the Department of Public Health and Human Services to apply for federal waiver amendments by September 30, 2025 to restore 12-month continuous eligibility for parents, caretaker relatives, and Medicaid expansion adults

Mandates improved customer service including online and phone applications/renewals, text and email notifications, a phone hotline with callback options, 90-day reconsideration periods, and a target of 60% ex parte renewal rate by June 30, 2026

Directs the department to reopen 10 local offices of public assistance by June 30, 2026 and establishes a 7-member Medicaid Client Advisory Board to advise on program administration

Appropriates $3 million per year from the general fund for FY 2026-2027 to implement the reopening of public assistance offices, with an effective date of June 30, 2025
