Doubles the maximum fine for purposeful or knowing violations from $975 to $1,950, with continued forfeiture of fishing licenses and vessel decals

Raises the maximum fine for felony-level intentional introduction of invasive species from $10,000 to $25,000, in addition to potential 2-year prison sentence and vessel forfeiture

Removes the option for authorities to issue warnings without penalty for invasive species violations

Adds protection for violators who cannot be penalized if clear and adequate signage is not posted a reasonable distance from check stations
