Requires data centers and digital asset mining businesses to submit annual electricity usage reports to the Public Service Commission and the Energy and Telecommunications Interim Committee by March 1 each year

Reports must include total megawatt-hours consumed in the previous calendar year and anticipated megawatt-hours needed for the current calendar year

Exempts home digital asset mining operations (those consuming less than 1 megawatt annually in residential zones) from reporting requirements

Maintains existing prohibition on unduly discriminatory electricity rates for digital asset mining operations

Effective date: March 1, 2026
