School boards may increase previously voter-approved over-BASE budget levies annually by the same inflationary adjustment the legislature applies to basic and per-ANB entitlement amounts, without requiring a new voter election

Only over-BASE levy increases exceeding the calculated inflationary adjustment must be submitted to district voters for approval

Removes the previous requirement that trustees submit any over-BASE levy increase above the highest amount authorized by voters or imposed in the previous 5 years to an election

Amends sections 20-9-308 and 20-9-353, MCA, governing BASE budgets, general fund budget limits, and over-BASE levy elections

Effective immediately upon passage and applies to school fiscal years beginning on or after July 1, 2025
