Adds section 33-22-1321 to Montana's list of laws containing statutory appropriations, allowing the Montana Reinsurance Association to spend member assessment funds without requiring biennial legislative appropriation

Designates money in the reinsurance program account as statutorily appropriated to the Insurance Commissioner for administration, operation, and claims expenses of the state reinsurance program

Voids any appropriations for reinsurance association member assessments in House Bill No. 2 (the state budget bill) if both bills pass, preventing duplicate appropriations

Takes effect immediately upon passage and approval, with a termination date of June 30, 2031
