Expands tuition waiver eligibility from persons with "one-fourth Indian blood or more" to include enrolled members or descendants of any federally recognized Indian tribe located within Montana's boundaries

Requires descendants (non-enrolled members) to obtain a certificate of descendancy through a formal process adopted by the tribe and submit it to the Montana university system

Maintains the existing requirement that applicants must be bona fide Montana residents for at least 1 year prior to enrollment

Directs the Secretary of State to notify each federally recognized tribal government in Montana of the act's passage

Effective date: July 1, 2025
